EPFO Simplifies Certificate of Coverage (COC) Extension under India–Japan Social Security Agreement: A Welcome Relief for Employers

he EPFO, vide Circular No. IWU/7(13)2008/Japan/E-55049/51 dated 27 March 2026, has simplified the procedure for extension of Certificate of Coverage (COC) cases under Article 7.2 of the Social Security Agreement between India and Japan. The key relief is that, in eligible cases, extension up to 8 years can now be granted without prior consultation between the two countries, which will significantly reduce delays and improve ease of compliance. The circular also allows Regional Offices to issue COC extensions directly in such cases, instead of waiting for separate approval from Japan, subject to fulfilment of specified conditions. The simplification is especially relevant where the extension is required due to project delays, replacement or successor issues, children’s education, or cases where the employee is nearing retirement. Another important feature is that even pending cases awaiting Japan’s consent may now be considered under the revised process. The new mechanism is effective immediately, and Regional Offices have also been instructed to publicise the revised guidelines, verify documents properly, maintain records, and submit monthly reports to the Head Office. From an employer perspective, this is a practical and welcome compliance reform because it reduces administrative burden, supports smoother international deputation management, and helps avoid uncertainty in social security coverage for employees deputed between India and Japan.
