The Ministry of Labour and Employment has extended Employees’ State Insurance (ESI) coverage to specified areas across 31 districts in Gujarat, effective 1 October 2026.
The notification covers the entire area of 15 previously non-implemented districts and 16 partially implemented districts. From the effective date, covered establishments in these areas must pay ESI contributions under Section 29 of the Code on Social Security, 2020. Eligible employees will also be entitled to applicable benefits under Chapter IV of the Code.
Districts Covered
15 non-implemented districts: Amreli, Aravalli, Banaskantha, Botad, Chhota Udaipur, Dahod, Dang, Devbhoomi Dwarka, Gir Somnath, Kachchh, Mahisagar, Narmada, Patan, Tapi and Vav-Tharad.
16 partially implemented districts: Ahmedabad, Anand, Bharuch, Bhavnagar, Jamnagar, Junagadh, Kheda, Mehsana, Morbi, Navsari, Panchmahal, Porbandar, Rajkot, Sabarkantha, Surat and Surendranagar.
What Employers Should Do
Employers with establishments in the notified areas should review their ESI coverage and payroll records, identify eligible employees, and prepare to meet contribution and registration requirements from 1 October 2026.
