Shram Setu Portal Made Operational for Establishment Registration
The Office of the Deputy Labour Commissioner, Ahmedabad Division, Government of Gujarat, has issued a Public Notice dated 27 August 2026 regarding mandatory online registration of establishments under Section 3 of the Occupational Safety, Health and Working Conditions Code, 2020 (OSH&WC Code).

Who is required to register?

Registration requirements
For new establishments: A new establishment is required to submit the prescribed Form I online within 60 days of the Code becoming applicable to it and obtain the Registration Certificate.
For existing establishments: Establishments already registered under the erstwhile labour laws are required to submit Form I online and update/obtain their Registration Certificate. The Public Notice refers to the prescribed 180-day transition period for such existing establishments.
Since the online facility has now been activated, establishments that have not yet completed the process should review their status and take necessary action without delay.
Registration certificate to be displayed
Once registration is completed, the Registration Certificate must be displayed prominently at the principal place of business.

physically, or
in digital form, as permitted.
Employers should ensure that the certificate remains readily available for verification during inspection.
Broad online registration procedure
The Public Notice also specifies the broad process to be followed on the Shram Setu Portal:
Complete the User Registration Form and obtain the User ID and password.
Complete the Establishment Master details.
Go to the Application List and select the application for Registration.
Complete the prescribed Form I.
Submit the application online with the required information/documents.
Obtain the Registration Certificate and display it at the establishment.
Employers should also refer to the applicable user manual/portal instructions while completing the application.
Contractor establishments also need attention
The Public Notice specifically advises contractor-cum-facilitators and other concerned persons to facilitate registration of establishments falling under their respective areas of responsibility.
Principal employers should therefore also review whether contractors operating from their premises have completed the applicable registration requirements.
Penalty for non-compliance
The Public Notice cautions establishments and responsible persons to complete the registration within the prescribed time.
Failure to obtain the required registration or furnishing incorrect/false information may attract action under Section 94 of the OSH&WC Code, 2020.
The notice refers to a penalty of:
₹2,00,000, which may extend up to ₹3,00,000, depending upon the nature of the contravention.
