Employers in Gurugram should prepare for temporary changes to office attendance from 5 November to 20 November 2026.
The Deputy Commissioner’s directions, issued on 3 November 2026 following CAQM’s pollution-control order, require government and private offices to operate with no more than 50% of their staff physically present, while the remaining employees work from home.
What does this mean for employers?
Plan office attendance: Prepare a clear roster showing who will attend the office and who will work remotely.
Communicate the arrangement: Issue an internal circular explaining the roster, working hours and reporting expectations.
Maintain records: Keep daily attendance and WFH records available for inspection.
Monitor implementation: Ensure actual office attendance stays within the prescribed limit throughout the period.
Who is exempt?
Industrial establishments and essential services where work-from-home arrangements are not feasible are exempted. Employers should check whether their operations fall within the exemption before relying on it.
Enforcement
The administration has announced regular inspections. Violations may attract action under Section 14 of the CAQM Act, 2021, and other applicable laws.
HR and administration teams should finalise and communicate their attendance arrangements before 5 November 2026, so employees and managers can plan their work accordingly.
